  • Independent broker working on your insurance program.
  • Ongoing support for policy changes, renewals and claims.
  • Side-by-side comparison of limits, deductibles and coverage terms.

The short answer

Start with the contract. Then look beyond its minimums.

CHP 2026–27 Tow Service Agreement: auto liability minimums are $750,000 combined single limit for Class A and $1,000,000 for Classes B, C and D, including hired and non-owned autos. On-hook minimums are $50,000, $100,000, $200,000 and $250,000 for Classes A through D. Garage liability is at least $500,000. Garagekeepers must meet the matching on-hook minimum, with proof for every listed storage facility.

CHP rotation requires an admitted insurer. For California-based operators, the agreement calls for a California-admitted insurer. The policy must provide at least 30 days’ written notice to CHP before cancellation or expiration. A certificate alone does not change the policy. Source: CHP agreement, section 14.

Agero’s published minimums: commercial auto and general liability each range from $300,000 to $1,000,000 per occurrence. On-hook is $100,000 to $150,000. Garagekeepers is $100,000 to $150,000 when storing vehicles. Service, volume, client and state requirements can mean higher limits. Source: Agero insurance requirements.

Your rate depends on the trucks, drivers, contracts, territory, loss history and yard exposure. Meeting a contract minimum does not establish that the limit fits your operation.

Who we serve

A brokerage relationship for working tow fleets.

A good fit

  • California operators with 2 to 30 trucks.
  • CHP or city rotation, motor-club, roadside or commercial towing contracts.
  • A storage yard, impound work or recovery operations to review.
  • Loss runs available and a willingness to discuss drivers, claims and contracts.

What you get

  • A review of truck, on-hook and yard exposures together.
  • Contract requirements compared with policy terms.
  • Coverage options explained side by side.
  • A broker involved after placement, through changes, renewals and claims.

Not the right fit

  • A single truck with no contracts.
  • Shopping only for a price, without a coverage discussion.
  • A one-time certificate request without an insurance relationship.

Coverage, connected

Six parts of the program to review.

The figures below are contract reference points, not an offer of coverage. Limits and deductibles need to match your operation. Availability depends on carrier underwriting.

Auto liability and excess

CHP reference: $750,000 to $1,000,000 CSL

Review owned, hired and non-owned autos. If your contracts or exposure call for limits above $1,000,000, compare an excess layer and the policies it sits over. Higher limits are not automatic.

On-hook

CHP reference: $50,000 to $250,000 by class

This addresses the vehicle in tow, subject to the policy. Check the highest vehicle value you move, loading and unloading terms, recovery work and deductibles.

Garagekeepers

CHP minimum: matching on-hook limit

Legal liability generally requires your legal responsibility for the damage. Direct primary can respond to a covered loss without establishing your negligence and before the customer’s insurance. Neither covers every loss. Compare deductibles and per-vehicle, per-loss and location limits.

Garage liability vs. garagekeepers →

Garage liability

CHP reference: at least $500,000 CSL

Review bodily injury and property damage arising from premises and operations. It is not a substitute for garagekeepers on customer vehicles. Repossession and private-property work need separate attention.

Physical damage

Truck values and deductibles set by schedule

Schedule each wrecker and rotator with its value and attached equipment. Compare the valuation basis, comprehensive and collision terms, and deductible for each unit. There is no single deductible that fits every fleet.

Workers’ compensation

California classification 7227

WCIRB identifies towing, roadside assistance and freeway service patrol under class 7227. Payroll, duties and claims experience affect pricing. An advisory pure premium rate is not your insurer’s final rate. Source: WCIRB 2026 classification guidance.

When surplus lines are considered, those policies are placed with non-admitted insurers. They are not protected by California insurance guaranty funds and are placed only after a diligent search of admitted markets. CHP rotation requires an admitted insurer.

An advisor first. A broker second.

Placement is the start, not the finish.

01

Discovery

We review the fleet, contracts, yards and loss runs. We ask where the current program creates uncertainty and what changes are ahead.

02

Program design

We present the operation to underwriters and compare terms, limits and deductibles. Underwriting is a negotiation. We treat it like one.

03

Ongoing support

We stay involved with policy changes, certificates, renewal planning and claims advocacy. We discuss safety practices and any dash-cam or telematics data you already use, including what an insurer is asking for and why.

What we need to get started

Start with your contact details. Gather the rest as we talk.

You do not need to upload documents to submit this intake. We’ll arrange a secure way to share them.

1. Trucks and drivers

  • Truck schedule by CHP class, with vehicle and equipment values.
  • Driver list and motor vehicle records.

2. Contracts

  • Current contracts and their insurance exhibits.
  • Rotation, motor-club and repossession requirements that apply to your work.

3. Storage yards

  • Each yard address, average and peak stored-vehicle counts.
  • Stored-vehicle values and information about damaged EV storage.

4. Claims and safety

  • Five years of loss runs, or all available years for a newer business.
  • Dash-cam or telematics systems in use, plus relevant safety procedures.

Common questions

What happens to CHP rotation if coverage lapses?

The 2026–27 agreement says failure to maintain its insurance minimums immediately nullifies the agreement and removes the operator from rotation. Additional disciplinary action can follow. Tell your broker about any cancellation or expiration notice promptly. Source: CHP Rotation Tow Program.

Does garagekeepers cover an EV fire in the yard?

Do not assume it does. Damaged EV batteries can reignite after the original fire is extinguished, including during transport or storage. Whether a loss is covered depends on the garagekeepers form, covered causes, exclusions and limits. We review the customer vehicles, your trucks and your property separately. Source: NTSB battery-fire study.

Is $100,000 of garagekeepers enough for my yard?

Count the vehicles and their values, including peak inventory. For illustration, 20 vehicles averaging $15,000 total $300,000. That is a calculation, not a recommended limit. Review how much can be damaged in one event and whether each location is scheduled.

Do AAA, Agero and repossession work need the same program?

No. Bring each contract’s current insurance exhibit. Motor-club requirements depend on the club, service and agreement. Agero publishes its own minimums. Repossession adds operations that need to be disclosed and reviewed expressly. A certificate does not expand what a policy covers.

A broker who stays involved

Keep the conversation with your broker.

No service-center hand-off. Once you’re a client, certificates are typically issued the same day or next business day. Requests that require a policy change may take longer.
